Assistant Chief of Staff, G-6 (Information Management)

Mission
The Assistant Chief of Staff G-6 operates consistently as one team to provide proactive professional communication services and support to the United States Army Japan (USARJ) and I Corps (Forward) (ICF) while fostering trust and mutual respect with our Japan bilateral partner. This mission is accomplished by enabling mission command in support of U.S. Army unified land operations throughout the Army Pacific area of responsibility and strengthening the bilateral relations with the Japan Ground Self-Defense Force (JGSDF) signal community. The G-6 supports the USARJ and ICF commander’s lines of effort through the focus areas of information sharing, cyber security awareness, interoperability, and operationalizing coalition networks. All efforts and initiatives are aligned with the U.S. Army’s LandWarNet 2020 and Beyond Enterprise Architecture and the Department of Defense’s Joint Information Environment (JIE) to ensure effectiveness, security, and efficiency for the future.

The Operations Division serves as action officers for a full range of information technology (IT) and information management (IM) plans, projects and programs. The division’s staff provides technical advice and training to USARJ and ICF staff and subordinate units. It also conducts analysis of customer needs, reviews and refines user requests for IT resources as well as developing detailed proposals, functional descriptions and system specifications for IT systems for management review and approval. The Operations Division provides representatives to serve on joint communications working groups. The bilateral mission includes full participation in USARJ’s Bilateral Enhancement Program. As a part of this program, the division hosts JGSDF company grade and noncommissioned officers for 90-day periods to enhance their English speaking skills and understanding of the U.S. Army Signal Corps. Additionally, the division documents installed and proposed installations of all telecommunications circuits in USARJ & ICF. Within the Operation Division are three key positions:

The Electromagnetic Spectrum Manager (ESM) works directly with U.S. Pacific Command, U.S. Forces Japan (USFJ), and U.S. Army Pacific (USARPAC) to obtain and manage equipment supportability for radio spectrum dependent equipment used by U.S. Army organizations and activities within Japan. The ESM serves as a staff action officer for G-6 and represents the Army component on the Joint Frequency Subcommittee to the Government of Japan (GOJ) and works the Telecommunications Electronics Agreement (TEA) between U.S. forces and GOJ. The ESM has the responsibility to match all U.S. Army frequency allocations contained within the TEA and to establish equipment supportability maintained within the DOD Frequency Resource Records System database. Such actions include, but are not limited to, Army Transformation, Global Reallocation of Radio Frequency Spectrum, satellite communications requirements, operational requirements, and exercises and contingency support.

The Information Assurance Officer (IAO) enforces the Information Assurance (IA) security and training program, conducts security assessments, and manages the USARJ & ICF IA Security Officers (IASOs). The IAO ensures that all Army units within the Japan AOR are in full compliance with U.S. Army and joint information assurance policies and regulations. Additionally, the IAO serves as the Army component representative to the USFJ IA officer on all joint and bilateral IA requirements. Directly coordinates with USARPAC on all IA matters.

The IM and IT Resource Manager serves as the USARJ & ICF IT Life Cycle Management coordinator that ensures IM resources meet the war fighting requirements of commanders and staffs. The information management officer evaluates Capabilities Requests; develops the annual command, control, communications, computers and IT plan prior to the beginning of each fiscal year; and serves on the USARPAC LandWarNet Enterprise IT Management Board. The IT resource manager also provides video teleconferencing operations technical support for the command.

The Plans, Programs, & Projects Division supports the exercise and bilateral portion of the USARJ and ICF missions. Executing their mission requires significant travel to participate in planning, technology, and policy conferences. Exercise support requires a high level of technical expertise to design, implement and operate complex networks supporting all U.S. components and some components of the JGSDF.
